This story map was created to accompany a hypothetical case study showing the use of Location-Allocation and Vehicle Routing analysis to pick stops and create schedules and routes for a bookmobile. Click the link in the header to view the case study.
In lieu of building a new branch library to provide services to a greater number of the City's residents, the Library Board is proposing to contract for use of the County's bookmobile one day a week.
The overall goal is to provide additional services to the most people, given the limited availability of the bookmobile, with a focus on the lower income neighborhoods that depend more heavily on the Library's resources.
The map on the left shows that many of the areas with the highest population density are in the western third of the City, with other high density areas scattered across the central and eastern parts of the City.
The map on the right shows that the western third of the city is also the area where many low income households are located.
The Library Board decided to focus on several specific populations within this area that would benefit the greatest from the outreach provided by the bookmobile. Specifically:
These maps show concentrations of the under-served populations. Bookmobile stops were selected to ensure that the stops were accessible to the largest number of seniors and Spanish-speaking adults.
The concentration of households with income below the poverty level is also shown, confirming that the western third of the City is where many of the lowest income residents live.
The Library Board determined that two routes would be created that would run on alternate Mondays. Each route includes two stops at senior facilities during the morning/early afternoon, and two stops at shopping centers or malls during the late afternoon/evening.
Both routes start and end at the Civic Center branch.
The routes last just under nine hours, including stops, travel time, breaks, and prep time between stops.

The map shows the area within a mile of a branch library (medium blue) and the additional area within a mile of a proposed bookmobile stop (light blue). When bookmobile stops are included most of the western third of the City is within a mile of library services.
The chart below shows that, for the under-served populations, the number of people living within a mile of library services nearly doubles when bookmobile stops are included.
