Scanned copies of municipal tax maps were delivered to Civil Solutions from CoreLogic as directed by Middlesex County in June of 2011. These tax maps were used as the primary source for building the parcel layer. Each tax map was georeferneced, usually to the tax block level, then digitized and attributed using the information found on the tax maps. Software customization was developed to standardize parcel development throughout the County. Parcel extents to county and municipal boundaries match those found on the New Jersey Office of Information Technology (NJOIT) statewide municipal boundaries layer. A complete set of topology rules using a cluster tolerance of 0.1 were applied to ensure proper connectivity between polygons and statewide datasets. Parcel polygons for each municipality were created individually. After parcel development was completed for the neighboring municipality, property lines extending across municipal boundaries were aligned to help facilitate a seamless parcel layer. Parcels for each municipality were merged into a countywide parcel layer after all parcel development was completed for the County.
More current parcel data was acquired from New Brunswick, North Brunswick, PIscataway, Plainsboro, South Brunswick, and Woodbridge and were normalized/integrated to match the County data structure and standards. New tax maps and block/lot numbering system from Carteret was used to rebuild parcels in the municipality.
A full countywide maintenance and update cycle began on the tax parcel layer in 2013 to support additional business functions in the County. Proprietary software was used to reveal parcels that did not have a corresponding tax record match and vice versa through a common identifier field created in both datasets. All unreconciled items were investigated and changes to the parcels (both attribute or spatial) were made using the municipal tax maps as the primary source for making the edits. Additionally, 10'x 10' polygons containing the parcel block, lot, and condo qualifier were used as a placeholders in areas of the County where condominium units were not represented on the current municipal tax maps. These sketch polygons are aligned and connected in a rectangular pattern near the center of the parent parcel and do not correspond to any ground features. Each polygon represents one tax record in the MOD IV that contains a condo qualifier of the parent parcel.
A conflict was resolved regarding overlapping parcels in Sayreville Borough (Block 170, Lot 1 and Block 170.01, Lot 1) and South River Borough (Block 331.01, Lot 1 and Block 331, Lot 1). It was found that the parcel records for South River Borough were not valid and consequently were removed in coordination with county and municipal officials.
Two invalid Perth Amboy parcels (Block 478.01, Lots 1.01 and 1.02) were removed along the boundary with Woodbridge Township, in the area where Spa Spring Creek flows into the Woodbridge River. Other parcel delineations in this area were updated using the most current Perth Amboy digital tax map.
5 parcels in Edision Twp. (along the municipal boundary with South Plainfield Borough) were removed by Middlesex County during parcel update process (Block 595A Lots 2, 3, 17A & 18A and Block 595D Lot 4). They were restored (as shown on the Edison Twp tax maps) by NJOGIS during the parcel review process, since the county could not provide documentation for their removal. Several other parcels in this area area shown on the Edision tax map were merged into South Plainfield parcel Block 494 Lot 1.01 as shown on the South Plainfield Borough tax maps and the Deed Book 5952 Page 222.
NJOGIS reviewed parcels for gaps/overlaps between parcels and municipal/county boundaries. Topoogy rule was created to examine for overlaps and Erase Features tool was used to examine for gaps. Any overlaps or gaps were corrected by NJOGIS and updated geometry was returned to Middlesex County.
Parcels were removed by Middlesex County along the county boundaries with Union and Monmouth County. There were removed , since there is no MODIV record for these parcels in Middlesex County, and the county feels they are part of parcels fully assessed in the neighboring county. In Edision Twp, the parcels removed were Block Lots 17 & 18 and Block 403 Lot 9. In Old Bridge Twp, the parcels removed were Block 11001 Lots 14 & 17, Block 3236.24 Lot 33, Block 3237 Lots 41-43, Block 21001 Lot 5, Block 13003 Lot 19, and Block 12261 Lots 29-31. In South Plainfield Borough, the parcel removed was Block 14 Lot 51. In WoodbridgeTwp, the parcels removed were Block 461.01 Lot 38, Block 461.02 Lots 4, 5, 21 & 22, Block 507.02 Lots 11 & 23, Block 516.02 Lots 20, 21.01, 22.01 & 22.02, Block 516.03 Lot 680, Block 516.04 Lot 709, Block 522 Lot 13, and Block 914 Lot 41.
In Edision Twp, the portion of 3 parcels located within Union County were removed, since they overlapped with parcels within the Union County parcel dataset. The parcels are Block 407 Lots, 4.01, 5.01 & 6.01. The portion of these parcels within Edision Township reamin in the Middlesex County parcel dataset.
The following parcels in Edision Twp were revised by Middlesex County to align with the roads in the current 2012 aerial photography. Block 403 Lots 1.A & 2.A, Block 407 Lots 1.B, 2 & 3.A, and Block 408 Lots 4-6, 7.F & 7.G.
NJOGIS and Middlesex County worked together on improving the aliignment of several parcels located along the muncipal boundaries within Middlesex County. The intention of the tax maps for each municipality is that these parcels share common corners. In Monroe Twp the parcels are Block 106.23 Lots 13-15, 25-28, 1.07, 1.11 & 1.12, Block 81 Lots 16.04 & 16.05.
Several parcels in Old Bridge Township were revised by Middlesex County using information plotted by NJOGIS. The info plotted by NJOGIS was based on deeds and final subdivision plats recorded in the Middlesex County and Monmouth County Clerk's Offices. NJOGIS plotted these areas to improve the alignment of parcels in both counties between Old Bridge Township and Matawan Borough. The information was provided to both counties for the review and potential use. This info also will require a slight change to the county boundary on the north side of Fierro Ave. The parcels revised in Old Bridge Township include Block 11001 Lots 2-5, 11.11, 12.12 & 13.13, Block 11002, Lots 1-8, 11.11 & 11.12, Block 11000.14 Lot 21.12, Block 11253 Lot 1, Block 3236.24 Lots 27, 30-32, and Block 3237 Lot 44.
County parcels were updated by Middlesex County to reflect tax map revisions from 2014-2017.

NJ Office of GIS ran QA/QC processes on the submitted parcel data Prior to incorporating the county parcels, QA/QC checks were run against the parcel data. The checks included the following steps: Topology - The following topology rules were applied and data were validated against these rules. Any parcel errors were corrected or marked as exceptions where appropriate. Gaps for rights-of-way were marked as exceptions: Parcels must be covered by county polygon Parcels must be covered by a municipality Parcels must not overlap Parcels must not have gaps Edge Matching - Parcels were edge matched at county boundaries using the tax maps and filed legal documents where required. 2015 NJ orthophotos were used as the base map for this process. All parcels that span a municipal or county boundary, but are only assessed in one municipality, were merged info one parcel based on the muncipality where they are assessed per the MOD-IV database. Attribute Validation - The following steps were used to validate parcel attributes: Verified and corrected the PAMS_PIN field against the MUN, BLOCK, LOT and QCODE. NJOGIS checked the MUN, BLOCK and LOT fields for missing values. Verified and corrected records with duplicate PAMS_PIN values. There are a small number of records where the duplicate values could not be corrected at this time. All QCODE records with a NULL value were replaced with a zero-length string value (blank).

NJOGIS requested the latest Parcel data for Middlesex County and performed the following QA/QC processes on the submitted parcel data. Topology Rules for Spatial data include: -Parcels must be covered by county polygon -Parcels must be covered by a municipality -Parcels must not overlap -Parcels must not have gaps Parcel gap and overlap errors resolved based on best judgement, context clues, and tax maps. 1Integrate software used to identify and correct polygon geometries such as kickbacks, multipart geometries, and spikes. Where applicable, parcel edge matching occurred along municipal boundaries within Middlesex County and along County boundary with neighboring County parcel data. Sources for verification included NJ aerial imagery library, municipal tax maps, and Mod IV tax records. Parcel geometries split across municipal boundaries were merged into a single polygon if Land Value was $0 for one of the polygons, with both having with the same landowner, according to Mod IV tax records.
